Sometimes employees actually do not want to take a break. For various reasons, sometimes because they want to go home early. Breaks are a legal requirement for employers to give them and employees to take them.

 
It is not for no reason that they exist. Are for Health and Safety reasons, not just to be nice to someone.

An employer should always keep records of breaks.
